Report: Florida judge rules flashing lights for speed trap warning is covered under free speech

Count this one as a big victory for motorists. A Florida man has won his First Amendment case against the Seminole County Sheriff's Office, who wrongfully ticketed him for flashing his lights to warn other drivers of a speed trap. According to the Orlando Sentinel, a Circuit Court judge not only said that the deputy who ticketed Ryan Kintner had misapplied a state law banning aftermarket flashing emergency lights, but also ruled that flashing your lights to communicate with other drivers qualifies as constitutionally protected speech.

But this victory for Kintner is just a stepping stone towards a larger case. According to the report, his attorney has filed a class action lawsuit that charges the Florida Highway Patrol with willfully violating a 2005 court order prohibiting the police from ticketing motorists for flashing their brights. The report says that case has a hearing scheduled for next month, so this is certainly not the last we'll hear on the issue.

Uncle Sam's shopping list for government fleets

Edmunds has taken a closer look at which vehicles are most heavily favored by the federal government by evaluating percentage of model sales in 2011. Not surprisingly the Chevrolet Caprice topped off the list with a whopping 79.2 percent of sales going to government agencies, while the out-to-pasture Ford Crown Victoria took second with 57.2 percent of total sales. But that's pretty much where the predictability comes to a close. The Chevrolet Express van takes a distant third with 10.7 percent. Like the Ram Dakota, which came in fifth at 9.2 percent, we imagine that has more to do with the number of civilian models sold each year rather than any great number of government service vehicles on the road.

Other notable models include the Ford E-Series in seventh place, the Ford Expedition in eighth and the Dodge Grand Caravan in ninth. Even the old Chevrolet Impala made the cut with 5.3 percent of its sales heading off to government duty. That's good enough to nab the machine 10th place. Report: California Senate votes to bring autonomous cars closer to reality

California is on its way to taking a ride with the autonomous car. By a vote of 37-0, the State Senate approved Senate Bill 1298 (you can read it here) that begins to establish how guidelines on and oversight of self-driving vehicles will be handled.

The bill charges the Department of the California Highway Patrol and the Department of Motor Vehicles with providing recommendations to the legislature on "the safe operation of autonomous vehicles on California's public roads" with and without a licensed driver present. However, the driverless provision can't come into effect until the National Highway Traffic Safety Administration draws up federal guidelines on autonomous cars without drivers.

The bill is being championed by Senator and MIT graduate Alex Padilla, who envisions "a future that includes self-driving cars" because, "Autonomous vehicles have the potential to significantly reduce traffic fatalities and injuries." California is the second state after Nevada to make genuine progress on the road to autonomous vehicles, and four other states are considering legislation. The CA bill goes to the State Assembly next and is expected to pass.

Report: Lexus moves to trademark spindle grille

Apparently the new Lexus spindle grille is here to stay. According to the Kaizen Factor blog, Toyota has filed numerous trademark applications in both the United States and Canada for various spindle grille designs.

The main differences in the designs are the inserts, either a zig-zag mesh like the current F Sport models of the CT, IS, GS, RX and LS, or a horizontal pattern like the non-F Sport models. But there's also a new "vertical bar" design revealed by the filings, which the report speculates may be applied to the next-generation IS.

Toyota has also filed paperwork to trademark the basic spindle outline with no insert, according to the report. For what it's worth, Lexus isn't the only Japanese automaker that's using a grille with this general shape...

Rumormill: Next Ford Transit Connect revealed in new patent filings?

While these supposedly leaked patent images aren't as sexy as those of the Acura NSX convertible we recently spied, they do point to an interesting new look for the homely Ford Transit Connect.

As the pedestrian delivery van in its current form is in need of a massive upgrade in the aesthetics department, adopting more of a "Ford face" like what's found on the Fiesta and forthcoming Fusion seems like a great idea. We're not sure, however, what to make of the buttresses at the base of the pillars, which reminds us a bit too much of the Honda Element.

While we haven't heard much about when a new Transit Connect might be headed to our shores, according to Left Lane News, Ford may show an almost-production-ready concept at the Paris Motor Show in September.

Video: ABC: Thousands of rejected/condemned gas pumps in use, could cost you $$$

Most of us likely assume that the gas pump that is providing petrol is giving you the fuel that you pay for - no more or less. While that may be true in most cases, ABC News in Baltimore, Maryland proves that sometimes pumps do bad things to good people.

The report details Maryland state gas station inspections that have revealed over 4,000 defective pumps over the last four years. In all, that's between five and six percent of the 40,000 gas pumps in Maryland, or way too many error-prone pumps for our tastes.

While our primary concern is that customers aren't getting what they pay for, it seems the gas station owners are more likely to get the short end of the stick. The report claims that station owners are three times more likely to lose money than the customer. Scroll down to watch the ABC News report.

Followup: NHTSA launches inquiry into Fisker Karma garage fire

The National Highway Traffic Safety Administration has launched a formal field inquiry into the garage fire that may or may not have been started by a Fisker Karma sedan, Bloomberg reports. The conflagration, which destroyed the Karma, the garage and a few nearby vehicles, took place on May 3 in Sugarland, Texas.

Claude Harris, NHTSA's director of vehicle safety compliance, said that the investigation is "ongoing," adding that "no determination has been made at this time." Until an official cause is isolated, we're betting there will be a good bit of he-said, she-said finger pointing in all directions...

It's worth noting that NHTSA has also been actively investigating the safety of battery packs used in the Chevrolet Volt after reports of fires in the wild and after NHTSA's own crash testing procedures.

Our post on China's "Tiger mom" phenomenon was illustrated with that above picture; it's the Jeep Wrangler Dragon Design Concept at the 2012 Beijing Motor Show, accompanied by a booth professional. The model - her, not the Jeep - made a fair few friends in the Autoblog Comments section, but it turns out she and her kind attracted the ire of the Chinese authorities.

The Capital Ethics Development Office gave the Beijing show organizers a caning because the "scantily clad" models had "a negative social impact," and the show was warned not to let "such vulgar publicity" occur again. There's a lot of room between that leather bustier and a burqa, however, so all's not lost for next year's show in Shanghai.

Official: NHTSA proposes mandatory stability control on big rigs, busses

Stability control was made mandatory on passenger vehicles for this current model year, but it's still not a requirement for semis and busses. But that could soon be changing, as the National Highway Traffic Safety Administration has proposed requiring the technology on all new large commercial trucks, motorcoaches, and other large buses.

While big rigs and their brethren are often available with stability control, the rule would make the feature standard, with manufacturers given between two and four years to comply. NHTSA says the change in policy could save about 50 lives a year, and prevent over 2,300 crashes. Further, research into the effectiveness of stability control systems in preventing rollover crashes shows that over half of all such accidents could be prevented by adopting it.

Report: Chery requests Chinese approval of $1.9B joint venture with Jaguar Land Rover

A month ago, Jaguar Land Rover signed a joint-venture agreement with China's Chery Automobile Company. JLR's 12.1 billion yuan ($1.9 billion U.S.) investment, if approved, will pay for a plant in Changsu to build Jaguars, Land Rovers, engines and joint-venture models. The facility will also house a research and development center. Chery has submitted the paperwork to clear the deal with the Chinese government. The agreement must pass muster with the Ministry of Enviroment Protection, after which it will go to the National Development and Reform Commission.

When the agreement was first inked an Indian analyst said, "it will be some time before we see the results," a nod to the fact that government approvals can take a long time. Subaru is an instructive example, having signed an agreement with Chery a year ago. Sources said the deal was ready to be approved last November, but that was the last that has been heard of it - it's still waiting on the necessary signatures.

But JLR has the long view in mind: it sold 38,890 vehicles in China last year - all imported - a figure representing double-digit sales gains for both brands. The proposed factory will have a capacity of 130,000 units, providing a healthy buffer in case the bureaucracy sits on things.
